[PATCH 6/7] MAINTAINERS: rename and move MEMORY HOT(UN)PLUG

[David Hildenbrand (Arm)]

Prefix "MEMORY HOT(UN)PLUG" with "MEMORY MANAGEMENT" and put it into the
right spot in the MM component section list.
