[PATCH net] MAINTAINERS: add Gustavo Luiz Duarte as netconsole reviewer

Gustavo has been the most active netconsole reviewer, let's add him
to the MAINTAINERS file.

Add an R: entry so get_maintainer.pl Cc's Gustavo on netconsole patches.
