[PATCH v5 08/14] s390: move has_transparent_hugepage() out of THP guard

[Luiz Capitulino]

has_transparent_hugepage() definition is guarded by
CONFIG_TRANSPARENT_HUGEPAGE, but there's a need to use it when
CONFIG_TRANSPARENT_HUGEPAGE=n. Move the definition out of the THP guard.
