[PATCH] MAINTAINERS: take over dwc2 maintainership

Minas is stepping down as the DWC2 maintainer. Thank you Minas for
your years of work maintaining this driver.

I'm taking over DWC2 maintenance in addition to DWC3 so that both
DesignWare USB DRD drivers share a single point of contact.

Also drop the stale tree entry pointing at balbi/usb.git, which is no
longer where dwc2 patches are picked up. This matches the DWC3 entry,
which does not list a tree either.
